Richmond, Virginia is the second city after Baltimore to pass housing ordinances designating neighborhoods by race. Housing segregation cements education segregation, because students typically have to go to the schools in their neighborhoods.

A restrictive covenant agreement in Windsor Farms, Richmond, Virginia, which required that the homes were occupied “by white persons only.”
