Milliken v. Bradley
In Milliken v. Bradley, the court impeded integration efforts across school district lines like busing, unless it could be proven boundary lines were drawn with racist intent. The ruling distinguished between de jure and de facto segregation.
U.S. District Judge of the U.S. District Court for the Eastern District of Virginia Robert R. Merhige, a proponent of cross-district busing, visiting students at Peabody High School in Petersburg as he checked on the status of integration efforts. He was known for his desegragation rulings.
