House and Senate budget negotiators have submitted their conference report for floor consideration by the General Assembly, including proposed changes to the 2020-2022 budget (FYs 2021 and 2022). Gov. Northam, the House Appropriations Committee, and Senate Finance and Appropriations Committee have proposed amendments to the budget that was signed on May 21 (Ch.1289) as part of Virginia’s special legislative session. Governor Northam has proposed amendments to HB29 and HB30 that will be considered during the April 22 reconvened session and in a special session to be held later in the year. A number of the proposed amendments to HB30 would unallot funding unless those restrictions are lifted during an expected special session this summer.
