Summarizing Governor Northam’s Proposed Uses of Flexible Federal Funds

Virginia is receiving $4.3 billion in flexible state fiscal recovery funds from the American Rescue Plan Act. Governor Northam has a proposed budget amendment for how to use these funds, in consultation with legislative leadership. Below is a dashboard summarizing what we know so far. The first column includes funds that are appropriated in this budget amendment for the current budget year; the second column includes funds that the budget amendment instructs the Governor to include in the introduced budget for the upcoming two years.

Virginia is also receiving significant dedicated ARPA funds such as support for K12 schools and rental assistance to help with recovering from the pandemic.
